Safer high-beam headlights recommended

It's a conundrum almost as old as night driving: high-beam headlights are better for visibility, but the glare can temporarily blind oncoming drivers.

The things our government spends money on amazes me!!! There seems to be an awful lot of "studies" like this that anybody with some common sense can figure out. When these come up it makes me wonder who in the government has family member in some piss hole lab somewhere. Ya know?

HEY CONGRESS STOP SPENDING MONEY ON IDIOTIC STUDIES!!! N oh I dunno..... instead of nagging at corporations that have lavish spending habits, maybe lead by example and stop spending so much on luxuries for government officials! Srsly does there really NEED to be a 4 star general at the Super Bowl?! Sheesh... N they wonder why there's a deficit.......
