I read this as GM is basically saying the technology is too expensive right now to go all in by itself. I'm guessing if those were subsidies or grants, they'd have gone ahead. But gamble this on more loans? I don't blame them.
I understand the subsidies/tax breaks in order to introduce the technology and hope it catches on. But at least they're taking smaller steps with the hybrids and 2013 Malibu battery. Gradual roll out, I believe, will have a better chance to change acceptance than all-at-once.
