Exclamation annoying and suspicious sound

Has anyone noticed a weird sound coming from the right side of the car when you rev up to 2000rpm?

I have been doing a lot of searching on this forum and camaro5.com and found out that a lot of owners are experiencing the same sound but yet no fix has been suggested. You could hear it when the radio is off and the windows up. The sound which is kind of like whining, crackling, with a bit of fluid is heard on the passenger side which sounds like the speaker or under the dash, and is made roughly at 2000 rpm and thereafter. After a bit of running the other noise behind the radio can be heard after taking your foot off the accelerator, which is a high pitch rotating sound that lasts for roughly 5 seconds. Any one experience this and found an answer?
