What does this mean and or do?

This is an option that lets you select what speed the "ding..ding..ding" starts driving you crazy when you drive faster than the speed you chose to set up.

Kinda worthless to me but I can understand that sometimes it could be used for a good reason. IMO.

o ok cool so u can set it for any speed u want, i guess if ur on a road trip or something lol

I think it's a Canadian friendly feature...lol. It probably gets a lot more use up there since they don't mind taking your car away for a while if they catch you going more than 50 kph over the speed limit.

Isnt that what Cruise Control is for?
