Why are quads not street legal?

If I were to put turn signals, brake lights, and whatever else a street legal bike needs, why can't a quad be street legal?

Someone please explain why something like a beastly yammy raptor can't run the street but a honda rebel that can barely do 80 be legal?

Here is the GG quad thing

What makes this street legal, besides a big ass price tag? (I read somewhere that this thing has a turning thing so it's harder to flip, or is that something else?)

I would so ride a quad to class every morning if they were legal, anyone else annoyed by this? I've heard of some states so strict that you can't have your quad touch an actual road, even if you are crossing the road to the next trail!

Certain communities near me have made it legal to drive them.

Big surprise Jersey is a no-no. Although they may not be legal some places wont bother you, especially if the weather is bad. I also think some other states allow you to register and insure them, I am not sure of the reason. That doesnt happen around me tho. You will get stopped (or try to be stopped) in a heartbeat if you are on the road. I have an 05' Raptor, so I have never been caught on it

Being lower to the ground it (the GG quad) just looks safer.

Still legal in 16 states. It's happy. It's fun. It's Happy Fun Car.
