4.7L OHC dodge two rocker arms off, can I just put them back on?

I bought a 2001 Durango the other day that was not running well. It had one dead cylinder. I pulled the valve cover off and noticed that two rocker arms were just laying there on the cylinder with no compression. I don't think they bolt in. I think the cam just holds them down. The springs and everything else looks fine. Do you think I could just loosen the cam and put the rockers back in and just put it back together?

Ok I loosened the cam and got the rockers back in, but the rear most one is loose and can be pulled out even with the cam tightened down. I guess it has to be something else. Maybe either worn cam or bent valve keeping the spring down some.
