General Motors Corp. could announce a new round of buyout and retirement offers as early as this week, Chairman and CEO Rick Wagoner said Sunday. Speaking to reporters at the auto show in Detroit, Wagoner said the automaker was working with the UAW to determine how the second phase of a new attrition program would be rolled out and who will be eligible.
