General Motors Corp. issued a limited-time offer Thursday of $200 million to American Axle & Manufacturing Inc. and the UAW to settle an 11-week strike at the supplier. The money is intended to help American Axle pay for buydowns, early-retirement offers and buyouts that are expected to be part of an eventual settlement between the UAW and the Detroit supplier.
