I've never dealt with these befor, so I don't know how long they last or how fragil they are. In any case, what would it cost to replace these if they go out? I'm guessing not cheap?

I would imagine it's just like a regular DRL, just in a different shape. BMW has them, maybe look up their cost and get an idea. My guess is that it will be cheaper than BMWs, because GM was trying to keep the cost of the Camaro down, and if this was too expensive, they wouldn't have done it.

And...I don't know if it's functional like a foglamp or not, but if it's just for looks, then it would be nice if they used LED technology for cost and durability.

Hid bulbs last a lot longer than halogen. Unless moisture somehow comes into contact with your ballast, I don't think you will need to worry about replacing the HID bulb.

I can't speak for all the manufacturers of halo lighting systems, but most of them utilize Cold Cathode Fluorescent Lighting (CCFL). Here is an informative piece from Wikipedia.
