You would be surprised how often tail lamps are stolen from pickup trucks, both factory and aftermarket version. With the rising popularity of aftermarket tail lamps, the crime is steadily on the rise. A thief can have your lamps in his hands within a few minutes and can easily resell them for a quick profit.

Is this an issue even if you have a locking tailgate?
While your tailgate is closed and locked, I wouldn't think so.

If you frequently have it down for any reason and unattended and are still concerned about protecting the lamps, it would be helpful then :D
