Citing the violation of job security clauses, the UAW said American Axle will have to “make whole” workers whose work was outsourced. That could mean American Axle would have to pay back wages and benefits or recall workers from lay off.

“This is a major victory for these workers, and we’re very gratified that the umpire upheld our strong outsourcing language reached in the 2008 agreements,” UAW President Ron Gettelfinger said in a statement today. “Our American Axle members went on strike for three months in part to win this measure of job security.”
Does "making whole" mean paying a salary to people who no longer work for American Axle? If that's true striking for 3 months was a no-risk, high reward effort. What about making the company whole first?
